Walker has kept WIS in an employment RECESSION!

Walker loses jobs and lowers unemployment by discouraging people!

From March 2011 to March 2012, Wisconsin lost 23,900 jobs. That was the largest decrease in percentage terms in the country.

Those job losses came from both the public and private sector, but the public sector job losses (17,800) were larger than the private-sector job losses (6,100).

Over the year, nonfarm employment increased in 45 states and the District of Columbia, decreased in 4 states, and was unchanged in Alabama.


The largest over-the-year percentage increase occurred in North Dakota (+6.5 percent).


The largest over-the-year percentage decrease in employment occurred in Wisconsin (-0.9 percent).


With changes like these you almost have to interpret it as stemming from Walker policies/budget and influence to constrain local governments by reducing revenue sharing.

Some tweeted me about declining unemployment rates ...  suggesting things were better ... they may be?!

When the unemployment rate goes down however it may indicate fewer are being reported or counted simply because they are discouraged and not looking for a job.  This also explains when things improve why the unemployment rate can go up.  Looking at job gains or losses ... those jobs gained or lost can be tricky too since not all jobs are the same!

Forward Think: Wanted: Foreign Workers For Germany's Job Boom -NPR

[This updated version showed up as a draft 5/17 among my posts - I think it was one of the "blogger posts" lost in the cloud that I had given up seeing again - well here it is.]

What does this tell you?  My narrative is that Germany with its heavy export economy may be filling in for  crippled production from Japan and the downsizing forced on U.S. automakers.  It also foretells future recovery in the U.S. and more job growth.  Back here in Wisconsin anyone who says "we're broke" should be tossed out of office.  Even though we will get 250,000 jobs soon enough it won't be due to Governor Walker's policies!

WI - Fewer employed but 10,100 more jobs in January than December???

This one has me puzzled - good news and bad news  ... in looking at the data in the report I kept adding and subtracting columns trying to figure out where the numbers come from -  the bad news was pretty clear but where does the 10,100 private sector jobs come from?  Honestly I made an effort to figure it out but it kind of reminded me of the math problems for which the answer in the back of the book just did not seem to agree with what I kept coming up with!

I will just assume I am wrong but if someone can answer where the 10,100 number came from I would appreciate the clarification - some other source??  I will update this note with the answer and next time be that much better at reading tables, etc.  Perhaps not "fewer employed" but "higher unemployment rates" would be more "correct" language on my part?

Department of Workforce Development (DWD) Secretary Manny Perez says in a report released March 16th, 2011:   (Click the title above to see the report)
“Wisconsin added 10,100 private sector jobs in January, giving us a head start on the hiring season,” Secretary Perez said. “We expect more job growth with Wisconsin’s new, business friendly image under Governor Walker. The time is right for the unemployed to redouble job search efforts and help meet employer needs, particularly manufacturers with increasing production orders.”
Later in the same report (about unemployment rates):
All 72 counties had higher rates in January than in December, but lower rates than in January 2010.

When I first blogged the stories below I was just thinking Walker was going to get lucky on job creation as we recovered from a recession.  A prediction below claims 30,000 jobs for 2011 (if it happened he does not deserve the credit).  Claims of 59,000 for 2012 now look more like less than 10,000 for 2012.  So 39,000 jobs versus 89,000 projected.  How did he manage that ... and that is just private sector jobs.

Preliminary numbers from the Department of Workforce Development show the state added just 9,700 private sector jobs in all of 2012.
The numbers come from a total of all the seasonally adjusted employer surveys in 2012. The latest survey showed the state adding 4,500 private sector jobs in December. But overall last year, seven months of private sector job gains were tempered by five months of job losses. Labor Economist Laura Dresser with the Center on Wisconsin Strategies says it was a weak year. “Just under 10,000 jobs over the course of a year is ... this is a labor market of 2.7 million jobs. There are 200,000 people who report right now that are looking for work. To add 10,000 jobs to that is really the tiniest little drop in the bucket.” ....

I originally submitted this to the Wisconsin State Journal's Opinion Page 12/22/2010 - it was edited (see link) and published about a week later.  Last night Governor Walker again repeated his promise to create 250,000 jobs during his Budget Introduction to the Legislature!  How can I say it briefly ... it will happen but not because of his policies.  How many jobs is he going to destroy first?

Scott Walker promised to create 250000 jobs for Wisconsinites as Governor during the next four years, 2011-2014, (e.g., see Scott Bauer, AP). He must have been peeking at Wisconsin DOR reports before they were even written - see http://www.revenue.wi.gov/ra/econ/index.html ) Wisconsin Economic Outlook, December, 21st 2010.

From that source news release …

Wisconsin added almost 30,000 jobs through September 2010, nearly 10,000 more than expected for the year. The Wisconsin economy is expected to add 26,000 jobs in 2011, and [an]other 59,000 jobs in 2012. Job growth will return to pre-recession levels in 2013 with Wisconsin adding 54,000 jobs that year.

If the DOR is right then Scott Walker will not have to do a thing to see 193000 jobs added during his term. This seems to imply he really only needs to add 53000 more jobs or about 14000 each year beyond what may happen naturally.

But not all jobs are equal and not all promises are what they appear to be!


Update: 3/4/2011 DOR Pub. Wisconsin Economic Outlook - Winter 

"During the past year, Wisconsin recovered 32,600 jobs from December 2009 through December 2010. ... The unemployment rate in Wisconsin stayed below the national rate through the recent recession and will continue doing so.  The unemployment rate should fall to 7.3% in 2011 and 6.7% in 2012."  Given what Governor Walker is doing to Education in his proposed budget ... this may be rather optimistic.
