Honduran government in chaos, can’t pay its bills, neglects basic services

TEGUCIGALPA, Honduras — Street surveillance cameras in one of the world’s most dangerous cities were turned off last week because Honduras’ government hasn’t paid millions of dollars it owes. The operator that runs them is now threatening to suspend police radio service as well.
Teachers have been demonstrating almost every day because they haven’t been paid in six months, while doctors complain about the shortage of essential medicines, gauze, needles and latex gloves.
This Central American country has been on the brink of bankruptcy for months, as lawmakers put off passing a budget necessary to pay for basic government services. Honduras is also grappling with $5 billion in foreign debt, a figure equivalent to last year’s entire government budget.

Walker's War on Women - WOW - Anti-Choice Proclamation 1/22/13 to 2022 Roe v Wade : Pay Attention :(

That's right.  It seems that Scott Walker has declared Jan. 22 Anti-Choice Day (behind the backs of the people of Wisconsin, in a backalley where no one can see him)

According to Right to Life Wisconsin, on Jan. 7, 2013 (inaugural day of the legislative term here in Wisconsin), Wisconsin Governor Scott Walker signed a proclamation declaring Tuesday, Jan. 22, 2013 (the anniversary of Roe v. Wade) "Protect Life Day:" 

The proclamation, which caught the attention of the indefatigable Rebecca Kemble when it showed up on the Wheeler Report on Friday, Jan. 17 in a Wisconsin Right to Life press release, seems to have first appeared here, on the conservative Catholic website of Doug Lawrence where it was posted by a "Robert K."  There is no mention of it that I can find, anywhere, between these dates.

The proclamation itself is an outrage: it opens with the bold-faced lie that Roe v. Wade made abortions "legal for any reason during the full nine months of pregnancy" and continues on to cite some spurious and uncited statistics about the numbers of "unborn children lost to Wisconsin families."

The entire proclamation is basically a statement indicating that neither the law of the land nor the rights, health and safety of Wisconsin women  are of any significance or concern to the governor.

Republicans release mining bill

This morning on WPR it was said hearings will be Wednesday (1/23) and only in Madison - 12 hours ... assuming I heard it correctly?!

MADISON — A Republican-backed mining bill released Wednesday maintains state environmental standards while streamlining the permitting process, its author said.
“Our bill requires the (Department of Natural Resources) to use existing state standards for emissions. It doesn’t weaken environmental standards,” said State Sen. Thomas Tiffany, R-Hazelhurst, chairman of the Senate Committee on Workforce Development, Forestry, Mining and Revenue.

State Sen. Robert Jauch, D-Poplar, disputed Tiffany’s claims, and he and fellow senators Tim Cullen, D-Janesville, and Dale Schutz, R-Richland Center, will introduce alternative legislation Friday.

State Rep. Janet Bewley, D-Ashland, criticized the bill as “purely political” legislation that weakens environmental standards and its net proceeds tax provision delays revenue to local governments.

“Net proceeds means locals get no money until the mine produces a profit, and local governments need the same kind of predictable revenue as anyone else,” she said. “This bill doesn’t do that.

Bewley also said she’ll ask GOP leaders to schedule a public hearing on their bill in northern Wisconsin so residents there will get an adequate opportunity to comment on it.

David Keene - NRA President - UW Madison Connection

 I knew David Keene but for how long I'm not exactly recalling!

David A. Keene is the President of the National Rifle Association. From 1984–2011, he was the chairman of the American Conservative Union. ... from Wikipedia!
He and I shared some classes in ILS (Integrated Liberal Studies) at the UW-Madison.  I have remembered him often but after this many years all I can say is that we were classmates and knew each other (if briefly).  He and I both withdrew from ILS but I think he did that before I did.  He was doing what I was thinking about.

In fact, that he withdrew from ILS is what I really remember about him ... and he knew even at that time that his career goal was politics.  It really impressed me that at the 18-20 years of age that we were  he knew what he wanted to be ... if not a Republican then a conservative.  I think he labeled himself the former.

His role as the President of the NRA is thus no surprise.  His non-apologetic style is absolutely consistent with the certainty of his youth.  I cannot say whether I liked him, we definitely were not friends, just classmates.

As the years have rolled by and I found out that VP Dick Cheny was here at about the same time I often wondered if they knew each other.  I suspect so.

I suspect that they were both involved with then Republican Governor Knowles.

Well ... there ... that's my bit of trivia!

I arrived in what is known as the most dangerous city in the world – San Pedro Sula, Honduras – in the middle of the night Jan. 2, 2013, my twenty-sixth birthday. In 2011 alone there were 1,143 homicides reported out of 719,447 inhabitants. And that doesn’t even include how many people disappeared. After months of people warning me against my plans their fears began to sink in. I was a little on edge. ...

We (Sarah, Jesse and I), along with many others, camped out in the airport waiting for the sun to rise and the buses to start running. At around 3:30a.m. half a dozen young boys wearing tattered dirty clothes walked around and started playing with the luggage carts. One of them asked Jesse for food. Airport security eventually approached them casually and then they were gone. Thousands of children live on the street in Honduras, many of them addicted to glue that curbs appetites. Sadly, these children are often victims of “social cleansing.” 

After dozing off, practically on top of my bags [...] , I awoke to the noisy hustle and bustle of a busy airport cafeteria lounge. We caught a taxi to a bus that took us to Esperanza where our only contact was. Sarah and Jesse had met Tomas from COPINH when he was in Madison. COPINH is an organization focused on indigenous rights, but appears to wear many hats and work in conjunction with several other human rights organizations around the country. Their radio station is located in Esperanza. There have been several attempts to shut it down, which resulted in mass protests. We intended to be the ones interviewing people, but when we got to COPINH Tomas asked that we be the ones in the interview seat. I opted out and instead videotaped part of the interview.

Honduras—a beautiful country with lush mountains and beautiful beaches, rich in mineral wealth with land to grow many different kinds of crops, both for subsistence and exportation.  It should be a paradise for the nearly 8 million people who live ther
e.  But there is a problem.  Almost none of the country’s immense wealth makes it into the hands of the people.  Instead it travels out of the country in the hands of international businessmen, allowing them to accumulate immense sums while leaving the country and its people in incredible poverty.  Add to that the horrible repression the Honduran people face when standing up to their exploiters and you are starting to get an idea of the state of the country we (Cristalyne, Jesse and I) spent the last two weeks traveling around in....
A few days later we were on our way to Tocoa, the place where our journalistic work would really begin.  Tocoa is a small city an hour inland from the Caribbean coast in the Aguan River Valley, an area known to its residents as Bajo Aguan.  The stage for some of the most severe and bloody struggles for land rights in the country ...
Despite the clear danger, everywhere we visited Campesinos were organizing to continue the struggle to get their land back.  No one has given up despite the odds and repression. On the 14th a coalition of Campesino organizations is planning a march through Bajo Aguan and after that there is talk of planning more land reoccupations in the coming months.  We attended a coalition meeting in Confianza where the theme of the day was increasing solidarity between organizations to advance the struggle.  Men, women and children live this struggle day in and day out. They need the land to end their slavery.  They need the land to survive.

WI PSC : Another ELECTRIC break for Elites

I have wondered for a long time why "big" corporations/companies generally pay less for energy/electricity per unit consumed.  I thought small businesses were the star of job growth.  Now it seems that Wisconsin cannot grow jobs without giving the "biggies" more breaks and making the consumers (sometimes called citizens, ruralies, urbanites, suburbanites) pay more per unit.

If you notice from this article from the Milwaukee Sentinel Journal ...

Big energy users get rate increase breaks - at other businesses, homeowners' expense

The move is tied to Gov. Scott Walker's job-creation goals, according to Phil Montgomery, Public Service Commission chairman. ... [Prove it... editor]

Big users get discounts

Those discounts originated from a 2005 law that capped how much the largest energy users have to pay to support Wisconsin's Focus on Energy program, which provides energy-efficiency incentives and funds for renewable energy projects.
By the end of this year, those companies across the state will have paid at least $68 million less on their electricity bills since 2010 because a "temporary" cap that was written into the 2005 law remains in place.
The discount, totaling more than $18 million this year alone, means smaller businesses are paying more to make up the difference in order to fund Focus on Energy.

I remember from a college "Public Finance" course trying to objectively present reasons ...
  • Rate of return for Utility investors needs to be supported
  • Infrastructure is expensive and investors need to encouraged
  • In exchange for reliable and universally availability of electricity the Utilities are regulated and have to justify their rates to a "public body" - so it is all ok!

I do not recall some consequences and behavior that also result being presented ...

  • Small businesses have more difficulty competing vs larger counterparts
  • Jobs are created at a slower rate if at all
  • E. G., we have places in neighborhoods without access to grocery stores ... small grocery stores were saddled with higher operating costs and could not compete .... so they went out of business ... larger chains that moved in decided they needed a better rate of return (inspite of the electricity breaks) an moved out.
If large companies are so efficient why do they need breaks that reinforce their advantage over smaller enterprises?  They do NOT! 

The side bar in the above article indirectly provides another answer.  It compares electric rates across states (and Wisconsin appears to be in top third).   So what goes on?  Large corporations are able to use their resources to extract tax concessions from state and local governments by threatening to locate elsewhere.  In other words they use the "Divide and Conquer" technique made so recently memorable by our own Governor Walker to destroy and besmirch public workers.

How do you stop these selfish, predatory practices ... I guess you give tax breaks and subsidize companies at the expense of the "real job creators".

Police continue Camera Abuse - MN

Andrew Henderson watched as Ramsey County sheriff's deputies frisked a bloody-faced man outside his Little Canada apartment building. Paramedics then loaded the man, a stranger to Henderson, into an ambulance.
Henderson, 28, took out his small handheld video camera and began recording. It's something he does regularly with law enforcement.
But what happened next was different. The deputy, Jacqueline Muellner, approached him and snatched the camera from his hand, Henderson said.
"We'll just take this for evidence," Muellner said. Their voices were recorded on Henderson's cellphone as they spoke, and Henderson provided a copy of the audio file to the Pioneer Press. "If I end up on YouTube, I'm gonna be upset."
Henderson calmly insisted he was within his rights to do what he was doing. He refused to give his name.
His is the latest in a string of cases nationwide involving citizens who record police activities.

"I wish the police around the country would get the memo on these situations," said Jane Kirtley, professor of media ethics and media law at the University of Minnesota. "Somebody needs to explain to them that under U.S. law, making video recordings of something that's happening in public is legal."
The courts have been "pretty clear" on the issue, Kirtley said. "Law enforcement has no expectation of privacy when they are carrying out public duties in a public place."
Randy Gustafson, spokesman for the Ramsey County sheriff's office,
declined to discuss details of the case, saying it is an "ongoing investigation."

But when Minneapolis Star Tribune reporter Eric Roper filed a Freedom of Information request for information on his own car, he got a lot more than he bargained for. 2004-2016 : The Difference: Bush - Obama - Romney - Trump > Ryan - Walker

I can't believe how optimistic I was:  Trump is in group all by himself.  Every cabinet nominee is so obviously selif-interested, conflicted.

To me these two examples epitomize the essence of what we had for eight years and what we have had for the last four years and will have for the next four years.  I wish we had all avoided Governor Walker but at least Romney and Ryan were avoided.

It appears that a heavily influenced GOP/TeaParty/conservative Congress is also doing all it can to eliminate government investment in research where private or corporate interests will just not go ... such as avoiding pandemics, plague and pestilence, understanding global climate change, etc.  Anyone remember the Space Race and the capability corporations did not have but through national need would be supported to develop them!

“In my more than three decades in government, I have never seen anything approaching the degree to which information flow from scientists to the public has been screened and controlled as it is now,” James Hansen told a University of Iowa audience.
Hansen is director of the NASA Goddard Institute for Space Studies in New York and has twice briefed a task force headed by Vice President Dick Cheney on global warming. He was also one of the first government scientists tasked with briefing congressional committees on the dangers of global warming, testifying as far back as the 1980s.

What do you bet these rule proposals have been around since 2004 but only now can they be brought forward ... anyone like unsafe pharmaceuticals  and/or food.  Only if you can make a buck on it!

Below is a message I’d like to share on the Idle No More website.  The late Tom Stillday, a spiritual leader from Ponemah (Obaashiing) Minnesota in the Red Lake Nation reserve.  Tom passed away in October 2008; he relayed a message to an elder lady in a recent dream. 

Back in Wisconsin ... I beleive extending the Canadian protests against mining interests and the Wiscosnin Governor Walker initiative to "reform" Wisconsin mining regulations and environmental protection?!

There is a problem with "UnDivided Attention"!

This was written before July of 2012 -

Governor Walker has a lengthy agenda!  We seem to be able to only deal with one issue at a time for a short time.  This seems to be reinforced by the sound bite age we live in.  Jumping from one topic to the next without much of any sense of accomplishment except that we made a lot of noise.  The rallies week after week for 90 days are encouraging just so we do not wake up one day and "wonder - what was that all about".  Perhaps all of these agenda items getting ticked off Walker's "TO DO" list will sustain us until the recalls in July or his recall in 2012.

Undoing the damage will take a lot longer than 2014.  So every day keep all of the Walker agenda in mind and keep it in your friend's minds and the public eye.  Make sure the yak, yak, yak and blah, blah, blah counts for more than noise.  Create another activist each and every day.

Think about it -


  • Selling Power Plants
  • Selling any state property - originally no oversight, and now blind oversight
  • Environmental protection gutted, even tried to dump DNR education centers
  • Destroy pension system ... it is not safe yet
  • Destroy collective bargaining and public unions
  • Destroy job growth 
  • Create WEDC -- corporate handouts
  • War on Women
  • Public money for private schools
  • Make sure disabled cannot get affordable healthcare or eat
  • etc.

Sen. Alberta Darling (R-River Hills), co-chair of the Legislature's budget committee, said Republicans are talking about creating choice programs in Racine, Beloit and Green Bay. She said she supports the idea and the programs could begin this fall or the fall of 2012.
"I can't say it's cooked, but it's on the table," she said.
Rep. Robin Vos (R-Rochester), the other co-chair of the Joint Finance Committee, said he hoped the committee would put the measure into the budget by the beginning of June and then forward it to the two houses for votes within weeks.
"I think the idea of giving more choice to parents should be an easy sell to our caucus," he said.
Darling is up for recall and has 10 wards located in the City of Milwaukee. Senate District 8, is comprised of Assembly Districts 22, 23, 24 with parts of Milwuakee, Ozaukee and Washington County..  Rep. JSOnline: Senate president balks at Gov. Walker's school choice proposal 5/11/2011

“We have problems with the elimination of the income threshold because the idea behind this program was to help poverty-stricken students who don’t have the wherewithal to go to private school," Ellis said in a brief interview. “This is a complete blowing up of that concept. Throw this (new proposal) in and I have to do some serious thinking about the rest of this.”
Ellis said he hadn't thought Walker wanted to pursue the expansion of voucher schools.
 “I’m amazed at this. I didn’t see this coming,” Ellis said.
Why is it a giveaway?  Milwaukee Public Schools and their students are doing as well as the voucher kids - so the program is not needed and may be part of the problem denying the school district needed resources.

It's a giveaway because it is essentially a gift to anyone who has one or more children to get $6,442 voucher per child.  Previously you paid property taxes and state revenue sharing to support public schools.  Now people with a $350,000 house in Milwaukee county are being subsidized to send their kids to school more than they ever pay in property taxes.  Net effect the rest of us are making up the difference.

As I understand it this program was created 20 years ago to assist kids of disadvantaged families given the then current theory that the schools were failing them rather than society.  The experiment is over - it should end.
