Sen. Alberta Darling (R-River Hills), co-chair of the Legislature's budget committee, said Republicans are talking about creating choice programs in Racine, Beloit and Green Bay. She said she supports the idea and the programs could begin this fall or the fall of 2012.
"I can't say it's cooked, but it's on the table," she said.
Rep. Robin Vos (R-Rochester), the other co-chair of the Joint Finance Committee, said he hoped the committee would put the measure into the budget by the beginning of June and then forward it to the two houses for votes within weeks.
"I think the idea of giving more choice to parents should be an easy sell to our caucus," he said.
Darling is up for recall and has 10 wards located in the City of Milwaukee. Senate District 8, is comprised of Assembly Districts 22, 23, 24 with parts of Milwuakee, Ozaukee and Washington County..  Rep. “We have problems with the elimination of the income threshold because the idea behind this program was to help poverty-stricken students who don’t have the wherewithal to go to private school," Ellis said in a brief interview. “This is a complete blowing up of that concept. Throw this (new proposal) in and I have to do some serious thinking about the rest of this.”
Ellis said he hadn't thought Walker wanted to pursue the expansion of voucher schools.
 “I’m amazed at this. I didn’t see this coming,” Ellis said.
Why is it a giveaway?  Milwaukee Public Schools and their students are doing as well as the voucher kids - so the program is not needed and may be part of the problem denying the school district needed resources.

It's a giveaway because it is essentially a gift to anyone who has one or more children to get $6,442 voucher per child.  Previously you paid property taxes and state revenue sharing to support public schools.  Now people with a $350,000 house in Milwaukee county are being subsidized to send their kids to school more than they ever pay in property taxes.  Net effect the rest of us are making up the difference.

As I understand it this program was created 20 years ago to assist kids of disadvantaged families given the then current theory that the schools were failing them rather than society.  The experiment is over - it should end.

It's time to get ahead of the curve on this one!  Let Senator Mike Ellis and the JFC know what you think of this proposal.  Remember the link -

#Obama vs #Romney - #NPR 'Children Succeed' With Character, Not Test Scores

How did these two grow up?  What kind of parenting did they experience?  What kind of challenges did they face?  Does that translate into anything we should care about?

If it seems strange to you, it seems strange to me as well, to be listening to this story on NPR and then reflecting on what I know (or don't know) about these two men. What does "success" or "succeed" mean?

I wish I could embed this story but all I can do is provide part of the transcript and a link -
A child's success can't be measured in IQ scores, standardized tests or vocabulary quizzes, says author Paul Tough. Success, he argues, is about how young people build character. Tough explores this idea in his new book, How Children Succeed: Grit, Curiosity and the Hidden Power of Character.
"For some people, [the] path to college is so easy that they can get out into life and they've never really been challenged," he tells NPR's David Greene. "I think they get into their 20s and 30s and they really feel lost — they feel like they never had those character-building experiences as adolescents, as kids, that really make a difference when they get to adulthood."

President Obama held an afternoon event on the "countdown" regarding Congressional inaction on "student loan interest rates"

How many "students" and how many "parents" of college age students are aware of these important policies and policy intentions.  In the end you might think these are bad or good policies.

Who is going to get in the way ... Congress, banks, Jamie Dimon, loan services? Why? The former because no one pays attention.  The later group because they can't make as much money.

Another group is the 1% because they can afford to pay for their kids education out-of-pocket and they do not want you to compete with them on entrance exams.

An earlier version of this story gave the incorrect current student loan rate. The correct rate is 3.4%, which would become 6.8% if Congress does not extend the lower rate.

Some 35 million graduates have student loan debt, which at $904 billion nationwide, stands bigger than outstanding credit card debt.

The terms of the income-based repayment program are about to get more generous for loans that will be originated this school year. Thanks to past laws that the Obama administration fast-tracked, monthly payments will be capped at 10% of discretionary income and loan forgiveness kicks in after 20 years on loans taken out this year for future graduates.

The White House announcement came the same day Senate Majority Leader Harry Reid offered a new olive branch to Republicans. He suggested a bipartisan way to pay the $6 billion cost of extending 3.4% interest rates for federal student loans to undergraduates another year. Congressional negotiations are ongoing, aides say.

The deadline for Congress to extend the low 3.4% interest rate on student loans is fast approaching. But the Obama administration, eager to make college debt a re-election issue, is looking for a way to lessen the burden on graduates.

Last week, the White House rolled out a plan to make it easier for graduates to enroll in a special program that caps loan repayment, based on income.

Under the present terms of the 4-year-old Income-Based Repayment Plan, graduates who enroll get charged 15% of their monthly discretionary income to pay off loans. All debt is forgiven after 25 years.
At least food for thought ... don't believe everything you hear ... but not too bad !

Truth-Out.org : The Macroeconomics of London Riots

Why do protests stay peaceful?  Why do riots occur?  Why do protests become violent?  Is it the "action" or the "reaction"?  Were the seeds sown much earlier?  Can anyone determine cause and effect?

You would think so ... but think again!  Truth-Out.org has published a thoughtful piece about the recent London riots.  It makes you wonder about Wisconsin and our Governor Walker and the Tea Party!

In the London case a few quotes are in order ...

London - The riots that surged across England in recent days will have sociologists scratching their heads for years. Ostensibly triggered in London's Tottenham by the police shooting of a young black man, within 24 hours of the protest turning violent, cars were burning across the country and young, white pre-teen kids were looting supermarkets for cheap vodka.
 ... If you want to know who saw it coming, UNICEF warned things weren't looking good four years ago in 2007. 

In a strongly worded report it claimed that children growing up in the United Kingdom suffer greater deprivation, worse relationships with their parents and are exposed to more risks from alcohol, drugs and unsafe sex than those in any other wealthy country in the world.
It didn't predict, of course, that they'd start burning and looting as a result.

Then Cameron comes along cuts government, cuts services, claims Great Britain in broke ... and you can only wonder what took so long?  In Wisconsin our Governor has been nourishing  a similar group of deprived kids by reducing the ability of schools to teach or be proactive.  He has made access to education more difficult for everyone at every level ... all the while claiming improving educational opportunity is one of his top priorities.  At best the Governor believes for profit primary and secondary education in the hands of corporations will do better for kids than local school boards.  So is the formula ... wait four years for the current crop of youngsters to start hanging out on street corners?

8/2011 Proposal? Why is Luther Olsen giving Charter Schools access to State Retirement System?

Perhaps everyone in the state should be able to participate in the WRS (Retirement System) ... what's the deal with certain Charter School employees?   Don't miss other provisions ... unlicensed teachers - what are the requirement going to be?  Who is being paid off here ... major contributors to Olsen (etc.) like Presidential Coalition, LLC, Citzens United, Presidential Coalition?

Walker's War on Education: Plans to teach all 3rd Graders to read ... a busy year!

Governor Walker is going to be very, very busy with his "Read to Lead" program since he is now going to do the job of all the Reading Specialists he eliminated!  He may not have time to pass "anti-collective bargaining legislation" - you know - something has to give when you are so busy.  Do not worry, the RECALL Senators, like Darling and even Senator Luther Olsen will help him out!

Education War : Grothman and Alternate Reality

Grothman has announced another subsidy for private schools (3/24).  This is on his State Website - you can click title to see it all.  Even more questionable is the over generalization and problable mis-statement (and that is being kind)!  Here is one his statements -

“With the government already subsidizing private education by up to $6,500 per year for Milwaukee residents, the proposal would offer assistance, albeit a lesser amount, for outstate parents who want an alternative to the public schools for their children,” said Grothman.  “Whether their concerns are Wisconsin’s declining test scores, a radical new sex education program pushed through the Legislature last year, or public school teachers proselytizing a liberal political agenda in their schools, it is unfair not to provide a little assistance to independent-minded parents.” 

Too much to question - "Wisconsin’s declining test scores" - where does he get this - what's his source?

Served with Koch: NPR: Colleges Receive Gifts, But Are Strings Attached?

Colleges and universities love to have faculty positions endowed by benefactors and also accept money to create institutes, centers and such.  Is it crossing the line for the benefactor to set up rules for who gets to sit in the chair?  The Koch brothers think it's ok and so does Florida State but they did not ask the faculty.  This NPR story provides a good examination of the issues and what unfortunately may become a trend!

Three years ago, the Charles Koch Charitable Foundation struck an agreement with Florida State to encourage the study of economic institutions and political economy.
The foundation, known for its links to conservative causes, gave the university $1.5 million to fund two faculty positions. David Rasmussen, dean of FSU's College of Social Sciences, says his school maintained control over who would teach, and what they taught.
...
But the grant created a special advisory board, chosen by the Koch Foundation, that has a role in choosing faculty. And that decision is leading to a world of controversy for the university.
FSU professors have assaulted the idea of giving donors any voice in choosing professors. Cary Nelson, president of the American Association of University Professors, says for years, corporations have been endowing chairs and splashing their names all over the ivory tower. As examples, he cites "The Taco Bell Distinguished Professor of Hotel and Restaurant Administration in Washington. The Lego Professor Learning and Research and the Chevron Professor of Chemical Engineering at MIT."

Subsidies by all of Wisconsin to Charter Schools - AB92 passed - $6k - EasyAccess

Speaker Jeff Fitzgerald, R-Horicon, and Governor Walker say whatever they wish and ignore the data from DPI and other sources. It was the news just a month ago that the performance between choice and public was at best no better!

The Assembly has passed AB 92, which would lift the enrollment cap on the Milwaukee Parental Choice Program and expand the program to private schools within the Milwaukee County, rather than limiting it to the city.

Politics has to be tedious at this level ... but I do appreciate it more and more.  I am sure he is not alone but Senator Larson was standing up for public schools yesterday in the Education Committee ... so now Assembly Democrats are doing the only thing they still can.  As they would say - "Come on people of Wisconsin - help us!"

Dems block Milwaukee school property bill
Assembly Democrats used a procedural move to block a bill to allow Milwaukee to sell or lease city-owned school property over objections from Dems that Republicans were ignoring the will of local officials.

The bill passed the Senate earlier today, but in the Assembly the Democrats objected to the third reading of the bill, stalling it to a later session day.

Upd. (Humor)Mtg 5/9 1:30 - Republicans Selling Milwaukee Schools - Charter School Buyers?

Do you think there is any fiscal impact (don't worry about academic/sports impacts) if we just let Milwaukee Schools sell assets to Charter Schools and the like?  Not to the Wisconsin State Budget!   The Charter Schools will be all loaded up with State Taxpayer "Voucher" money - failed banks like the no risk loans!
All while Walker is away making a speech on the subject (out of state)!  WisPolitics.com has just reprinted the Press Release from AFP (although hard to tell)

Policy: Schools should be paid for by the local community.  Educational opportunity should be equalized by state aids.  Although considered regressive paying for schools with sales tax or lottery is better than wiping out some people's property tax liability completely ... does not seem very equitable ... and we have not even gotten into the details!

Something wrong with the sentence ...now allows low-income would be replaced by anyone living in Milwaukee ... right?
The Milwaukee Parental Choice Program allows low-income students to use taxpayer money to attend private schools, including religious schools. Each voucher is worth $6,442.
