The accountability board had initially found that Nygren had submitted 424 qualifying signatures from voters. But after a number of signatures were challenged by Democrats, the accountability board found that 26 of those were invalid.
An aide to Nygren said he would be releasing a statement soon.
The board also certified Republican challenger David VanderLeest in the recall against Hansen, rejecting challenges that VanderLeest had not gathered enough signatures.
That means that there will be no primary in the Hansen recall election.
