Wisconsin’s Tax System Exacerbates Growing Gap between Rich and Everyone Else WI Budget Project

Friday, April 14, 2017 at 8:02 AM by

...Wisconsin’s middle class, once one of the strongest in the country, has shrunk more quickly than in any other state. That trend should set off alarm bells for state policymakers, who should be using the tax system and other tools to help people work their way up the economic ladder. Instead, state lawmakers have focused on passing tax cuts that give big benefits to powerful special interests and do little or nothing to improve the lives of Wisconsin residents with modest incomes.  ...

I can't prove it but I can suspect it (with enough time and effort I think I could prove it) ... rural communities vote for politicians, such as Walker, who promise tax cuts and in truth they probably deliver.  However, the tax cuts do not fall proportionately on the population but instead go to "wealthy" via property tax reductions and the "high income" since the "rural" or "low income" are seldom targeted to benefit.

The politicians count on most voting citizens to know nothing about the benefit or the cost distribution or the local government (schools, etc.) or personal or corporate incidence of tax policy.

This is the real shell game ... supposedly giving you what you want but putting the prize under the cup that only the wealthy have asked for or know about.

Report: 1 In 5 Children Struggle To Get Enough To Eat In WI: Summer Months Without School Meals Are Especially Acute - June 7, 2016, By Danielle Kaeding

Too bad Kids do not know how to play:  Pay To Play > Governor Walker

One in 5 children in Wisconsin struggles with access to enough food, according to the most recent report from the Economic Research Service with the U.S. Department of Agriculture. Northern Wisconsin counties are seeing even higher rates of children looking for a meal than the rest of the state, especially during the summer months. In counties like Ashland, Bayfield and Burnett, roughly 1 in 4 children struggle to get enough food. ...

May 03, 2016 ... Group Health marches toward "Wisconsin being self-insured" !

The insuring "parties" will still be the same or another/different middleman making a profit -- same Doctors, same Hospitals, etc.  Will Wisconsin save money?  Doubt it.  More likely to translate into "coverage dematerialization" and reduce rural service incentives and higher costs for everyone.  Governor Walker has found a new way to "create death panels" by his usual "stealth techniques".  "Savings" will be hidden in higher co-pays and deductibles, or denials of life saving treatments/medicines.  Those in rural Wisconsin, insured presently or not, will find there costs rising.

Walker's War on the Elderly, Rural, Middle Income and Poor of Wisconsin - Raise Sales Tax

12/26/2015 ... Be aware -  anytime Walker takes something away from one group, say your School Board, County Board, Teachers or state employees he is lowering the common denominator.  Others not in those groups have less control of their lives.  Your benefits or privileges are affected too.

1/1/2015 - MJS:  The myth of Scott Walker as a budget guru

~~~~~~~~~
5/27/2016  The top 20% of persons, households benefiting from Walker's tax cuts/plans probably mostly live in three Wisconsin Counties: Ozaukee, Waukesha and Washington they have median family incomes of $90K, $89K and $77K (1/2 make more and 1/2 make less).  Those three counties have roughly 10% of the households in the state
1/22/2014 Walker's "State of the State" essentially meaningless.  Who paid the $1 billion in taxes collected that now may be distributed.  By that I mean incidence - wealthy or poor, elderly and/or rural residents?
1/24/2014 - The top 20% of Wisconsin wage earners — those making more than $88,000 a year and paying the most in taxes now — would receive 44% of the benefit of Gov. Scott Walker's latest proposed tax cuts, a new analysis shows.
The bottom 20% of state residents by income — those making below $21,000 a year and paying the least in taxes now — would receive 5% of the $504.6 million Walker wants to cut in property and income taxes, according to the review by the liberal Institute for Taxation and Economic Policy and the Wisconsin Budget Project.
Scott Walker: Eliminating income tax, raising sales tax on the table
In the printed version of WSJ under the label "Tax Reform" the Wisconsin State Journal headlines "Gov. Walker eyes more cuts".  The subtitle "His administration is exploring the idea of eliminating income tax while raising sales taxes in Wisconsin".
I don't know whether this is just another trial ballon or just an illustration of Governor Walker continuing to pander to the elites and 1%.
Who would such a change harm or have the greatest impact on.
  • Middle and low-income families.
  • Those living on fixed incomes, i.e., pensions, Social Security, et al, (double whammy).
  • Those generally living in rural counties and communities
I suspect a lot of people do not realize that those on Social Security in this state pay practically no income tax - this "perk/subsidy" was passed by Democrats and signed by Governor Doyle.
All social security benefits that are taxable for federal purposes. Up to 85% of social security benefits are subject to federal tax, but Wisconsin does not tax social security benefits. For taxable years beginning in 2008 or after, all federally taxable social security benefits are allowed as a subtraction.  page 5 of report in the link
Income tax in this state is mildly "progressive" which means the more you earn you pay at a higher tax rate by brackets.  Everybody pays on earned income at the low end.
I will probably add to my comments and observations as this "topic" continues to evolve.
I don't doubt plenty of people have trouble, especially in rural areas, paying their property tax bill.  That is a problem the "Homestead Tax Credit" was designed to alleviate in Wisconsin - does it need expansion?  Many rural areas also lack social infrastructure as well as physical infrastructure.
As I understand it the WI Budget, as just passed (9/2017) has further reduced the "Homestead Tax Credit".  The wisdom of the WI Governor and GOP controlled legislature is astounding.  This act so clearly demonstrates the misuse and disconnect that "resentment" hath wrought,
Why would a family with children want to move to or live in a place with no schools and little immediate access to health care.  Why would a retired person want to live there either - they may be stuck and getting to a doctor is really a major problem?  Why would someone growing up there, spending most of their time being bused to school, want to stay there when they can't get a job later; when they can go to a larger community get a job, meet other people their age, and have more of a social life?
Wisconsin Self-Insurance is likely to decimate healthcare alternatives for all citizens in rural areas.
Oregon Online Voter Registration vs Wisconsin Voter Suppression
What does Wisconsin Walker/GOP do?  Add cumbersome "Voter ID" requirements in person at DMV offices; while closing many of them and disrupting operations during "advance voting".
Automatic Voter Registration in Oregon a Huge Success - Jonathan Brater April 8, 2016
Despite being the world’s leading democracy, much of America’s voting system remains in the dark ages. Many states still use paper-based voter registration. Online registration just started gaining ground a few years ago. And when voters move, they almost always have to re-register every time.
Now, things are about to change.
Last year, Oregon and California enacted new laws to automatically and securely register eligible voters when they apply for or renew a driver’s license at the DMV. Oregon’s law went into effect in January of this year. And after just a few months, it’s already yielding huge results.
Today, the secretary of state announced Oregon has registered 34,410 new voters through the DMV since the law was implemented earlier this year. These numbers, based on 47 business days’ worth of transactions, translate to a monthly rate of 15,375 (a typical month has 21 business days).
How does this compare to past years? As the chart below shows, it’s a huge increase. Here’s a look at the raw numbers: According to information submitted to the Election Assistance Commission, Oregon registered a total of 99,913 voters at the DMV in the 24-month 2012 election cycle and 94,913 in the 2014 cycle. That translates to 4,163 and 3,955 per month, respectively. ...
The new monthly registration rate of 15,375 dwarfs previous rates: So far, Oregon’s 2016 registration rate is 3.7 times higher than it was in 2012, and 3.9 times higher than in 2014. Plus, we could see an even larger boost later this year, when the state implements the “lookback” provision of the law, which will add eligible citizens who visited the DMV in recent years.
Computers are so mysterious ... overloads can happen but ... this is what conspiracy theories are made of: DOA Server Issue Causes Temporary GAB Application Outages
Date:
 April 1, 2016
 MADISON, WI – At approximately 8:45 a.m. this morning numerous state agency applications that are hosted by the Department of Administration (DOA) Division of Enterprise Technology failed due to unknown reasons.  This affected all G.A.B. applications that are hosted on the DOA enterprise including WisVote, MyVote Wisconsin, BadgerVoters, Canvass Reporting System and the WI Data Collection System.  WisVote is the state’s electronic voter registration and election management system, and MyVote Wisconsin is the website which voters can use to find information regarding their ballots, polling places, and clerk contact information.
It now appears that these impacted applications are back online and functional, as of approximately 11:15 or 11:30 a.m.  G.A.B. staff was in constant contact with DOA as the issues were being identified and addressed, and appreciates DOA prioritizing election functions.
Today is the final day of in-person absentee voting before the Spring Election and many clerks are also printing poll books.  The system outage has disrupted those activities and tasks.  Municipal clerks continued to conduct absentee voting throughout the morning but delays in voting may have resulted from the inability to instantaneously verify the registration information of voters.  The G.A.B. also received several calls from individuals indicating they were unable to obtain a driver’s license or State ID card from the Division of Motor Vehicles during the outage.
G.A.B. staff is continuing to work with DOA to ensure that functionality affected by this statewide outage is working correctly, and appreciates the patience of clerks and voters as this issue was being addressed.
Beware Walker & Cruz Tax Claims: What they say is not what they do!
DATA WONK Wisconsin Taxes and Inequality Have Walker’s tax changes increased or decreased inequality in the state? By Bruce Thompson - Dec 19th, 2014 01:36 pm
...Taxes can be classified as regressive, neutral, or progressive. A tax is regressive if the effective rate goes down as income increases, meaning the wealthy taxpayer pays a smaller percentage of income than a poor person. They are neutral if the rate does not change with income, and progressive if the effective rate increases with income.
... In other words the reduction in income tax rates was largely funded by cuts to compensation of state and local public employees. Thus the funding source for the tax cuts was a group of middle-income people. Quoting the state budget office, the Journal Sentinel said Act 10 reduced the take-home pay of the average state worker making $50,000 a year by $4,228. By comparison the Walker income tax cuts would save this person $172.
... and of even less benefit to the elderly, rural, low-income and poor
In general it would be interesting to see aggregate numbers broken down by State Assembly and Senate districts.  After all, constituents should be interested in how their own locality fares.  Does Walker and GOP public policy and taxation benefit them, harm them or treat the "district" in a "neutral" manner by per capita or with other denominators?
I speculate that most of the Walker and GOP "taxation suppression" and "property tax cuts" benefit-wise do not flow to the rural and small community, poor county but rather disproportionately to wealthy counties by virtue high-income counties.  In other words the richer get richer.
Katherine Cramer Discusses Her New Book
PREMIERE DATE:
JANUARY 1, 2016
Cramer is the director of University of Wisconsin's Morgridge Center for Public Service. Her new book, "The Politics of Resentment," connects Scott Walker's political rise to a rural resentment against the "liberal elite." This resentment, she says, represents how one's place-based identities influence his or her understanding of politics.
My Comment (BG) -- The irony of course is that Walker has removed power from local governments, towns and counties, school boards, etc., and thus made it easier for politicians such as himself to abuse the disadvantaged, elderly and rural residents of the state.  Further removing regulatory authority shifts costs of cleanup, mitigation and correction to future generations.
This was the Walker narrative used to torpedo high speed train infrastructure --
“You’ve got a world driven by Madison, and a world driven by everybody else out across the majority of the rest of the state of Wisconsin,” said Walker on Wednesday at a capitol press conference.  (April 7, 2011)
Walker Attacks Madison As His Administration Promotes It
Paul Soglin's formal announcement that he's running for governor prompted Gov. Scott Walker to criticize the City of Madison even as his administration promoted it as part of a new multi-state marketing campaign.
Soglin, who has been Madison's mayor off and on for three stints dating back to 1973, made his formal announcement Wednesday morning. Soon after, Walker tweeted a warning.
"The last thing we need is more Madison in our lives," Walker said. "@Paulsoglin is the latest extreme liberal who wants to take our state backward."
The move was in sharp contrast to a $1 million marketing campaign unveiled by the Wisconsin Economic Development Corporation aimed at encouraging young people from other states to work in the state.
But if liberal advocates are clinging to the hope that federalism will allow them to create progressive havens, they’re overlooking a big problem: Power may be decentralized in the American system, but it devolves to the state, not the city. Recent events in red states where cities are pockets of liberalism are instructive, and cautionary. Over the past few years, city governments and state legislatures have fought each other in a series of battles involving preemption, the principle that state law trumps local regulation, just as federal law supersedes state law. It hasn’t gone well for the city dwellers.
HiddenAgenda Walker has new label NoFingerPrints as he continues corrupting WI
Making "the open record" disappear !  Walker "seems" to provide political favors of $500,000 via WEDC to political contributors but by chicanery leaves no fingerprints.
We should go back to a 2 year term for governor.
Under the original Wisconsin Constitution, governors were elected for a term of two years; in 1967, the constitution was amended to increase the term of office to four years, beginning with the governor elected in the 1970 election.[6] There is no limit to the number of terms a governor may hold.  Wikipedia
I remember the "narrative" about efficiency ... but what it really did was take the take the governor's race out of ever coinciding with a "presidential race".  Were any of us thinking about that at the time?  Warren P. Knowles, a Republican, was governor at the time.
Board's records action appears to have violated open meetings law
An obscure board overseeing state public records gave so little notice of a move to sharply limit electronic records that it appears to have violated the state's open meetings law, attorneys and open records advocates say.
The changes have already had an impact — they were used by Gov. Scott Walker's administration as a reason not to release records just one day after the action was quietly taken in August by the Public Records Board, which oversees the preservation and handling of government records.
On Aug. 25, the day after the board's vote, the Walker administration denied a records request from a newspaper for text messages, saying officials do not have to retain such "transitory messages."
The texts sought by the Wisconsin State Journal were linked to a $500,000 loan by the Wisconsin Economic Development Corp. to Building Committee Inc., which was promoted by top administration appointees. ....
Open government group files complaint against Public Records Board
A state open government watchdog group has filed a complaint alleging an obscure board made changes to the state's records retention policies in August in violation of the state open meetings law.
