The Justice Department charged 12 Russian intelligence officers on Friday with a litany of alleged offenses related to Russia's hacking of the Democratic National Committee's emails, state election systems and other targets in 2016.

Deputy Attorney General Rod Rosenstein, who announced the indictments, said the Russians involved belonged to the military intelligence service GRU. They are accused of a sustained cyberattack against Democratic Party targets, including its campaign committee and Hillary Clinton's campaign.

The GRU attackers also allegedly targeted state election systems, including government agencies and their vendors, and stole information about 500,000 American voters.

The attacks were a signature feature of Russia's active measures against the United States; embarrassing emails were passed to WikiLeaks, which released them publicly. The GRU also created other ways to pass the material it stole into the public, including a website called DCLeaks and a fake persona called "Guccifer 2.0."

Why we make BAD decisions !

Hidden Brain

We all make decisions every day; we want to know what the right thing is to do -- in domains from the financial to the gastronomic to the professional to the romantic. And surely, if somebody could really tell us how to do exactly the right thing at all possible times, that would be a tremendous gift.

It turns out that, in fact, the world was given this gift in 1738 by a Dutch polymath named Daniel Bernoulli. And what I want to talk to you about today is what that gift is, and I also want to explain to you why it is that it hasn't made a damn bit of difference.

Bad Decisions

Ah, for you in persuading them. Well, it's notoriously difficult to get people to be farsighted.  But one thing that psychologists have tried that seems to work is to get people to imagine the future more vividly. One of the problems with making decisions about the far future and the near future is that we imagine the near future much more vividly than the far future. To the extent that you can equalize the amount of detail that people put into the mental representations of near and far future, people begin to make decisions about the two in the same way. So, would you like to have an extra 100,000 dollars when you're 65 is a question that's very different than, imagine who you'll be when you're 65: will you be living, what will you look like, how much hair will you have, who will you be living with. Once we have all the details of that imaginary scenario, suddenly we feel like it might be important to save so that that guy has a little retirement money. But these are tricks around the margins. I think in general you're battling a very fundamental human tendency, which is to say, "I'm here today, and so now is more important than later."

Seven months before Election Day, outside groups have given Wisconsin’s U.S. Senate race an early barrage of big money unlike any other in the nation — and likely, any other in history.

That torrent of political ads has put Democratic U.S. Sen. Tammy Baldwin on the defensive. And the backing of one wealthy donor, Illinois businessman Richard Uihlein, has boosted Kevin Nicholson in his primary bid against fellow Republican state Sen. Leah Vukmir.

More than $9 million has been spent in the race by outside groups, more than twice as much as any other U.S. Senate race, according to one measure by the nonpartisan Center for Responsive Politics.

Outside spending in Wisconsin likely is “unprecedented” for a U.S. Senate campaign, excluding special elections, at this stage, according to Andrew Mayersohn, a researcher for the center.

A broader view of outside spending in the race, based on data provided by Democratic and Republican sources in Wisconsin, puts the total amount spent at more than $13 million. That includes some spending on ads that name, but don’t explicitly support or oppose, a candidate — meaning they aren’t disclosed to the Federal Election Commission. The center uses FEC records in making its calculations.

Much of the spending in Wisconsin has flooded TV and radio airwaves with ads bashing Baldwin, praising Nicholson, or both. Some of the ads have been pro-Baldwin, and a few have touted Vukmir.

That has given Nicholson a lopsided edge on the airwaves in his primary battle with Vukmir. Outside groups have spent nearly $5 million to support Nicholson so far, compared to nearly $262,000 for Vukmir, according to the Center for Responsive Politics data.

Meanwhile, Baldwin, D-Madison, has faced a negative ad blitz that so far dwarfs any other U.S. Senate incumbent seeking re-election this fall. Outside groups have spent more than four times as much on negative ads against her than against any other senator, the Center for Responsive Politics data show.

“Tammy Baldwin is putting Wisconsin first, so it’s no surprise big money special interests and billionaire mega-donors are spending millions to attack her,” Baldwin spokesman Bill Neidhardt said in a statement. “But no matter how much these out-of-state right-wing groups dump into our state, Wisconsinites know Tammy listens to them.” ...

The seats were vacated in late December when Walker appointed Sen. Frank Lasee, R-De Pere, and Rep. Keith Ripp, R-Lodi, to administrative positions.  [In the Walker Administration.  The GOP lost another special election in a supposedly safe seat.]
